Allows setting the cart message that shows progress towards free shipping.

What you can do
- Enable the message, select how its threshold is determined and save the value.
What you cannot do
- Does not allow changing carrier prices or availability conditions.
Additional requirements
- A manual threshold must be a valid non-negative amount in the base currency.
Data scope
Covers the progress-message and threshold settings for the current store.
After the permission is removed
After revocation, further access and write operations are denied; existing data remains unchanged.
